🎓 Educational Qualifications

Minimum Educational Qualification:

• Bachelor’s degree (BA) from any university established by law in India or an equivalent recognized qualification

Essential Skills (Mandatory):

• Good knowledge of English Shorthand with minimum speed of 100 words per minute in dictation
• English Typing with minimum speed of 40 words per minute (equivalent to 12,000 key-depressions per hour)

Desirable Qualifications:

• Knowledge of Hindi Shorthand with minimum speed of 80 words per minute in dictation
• Hindi Typing with minimum speed of 9,000 key-depressions per hour
• Knowledge of Computer operation

Important: If two or more candidates have equal final marks, preference will be given to those with Hindi language skills and computer knowledge.

Employment Exchange Registration:

• Candidates applying for Group C posts must be registered with Employment Exchange in Uttarakhand State (with certain exceptions for government employees and permanent residents)

Note: This is a permanent position under the Contributory Pension Scheme. Salary will increase as per government rules.

Age Relaxation Available For:

• SC/ST candidates: 5 years additional
• OBC (Non-creamy layer): 3 years additional
• Persons with Disability (PWD): 10 years additional
• Ex-Servicemen: Actual age minus service period in Armed Forces (maximum 3 years)
• Freedom Fighter Dependents: 5 years additional

🎯 Selection Process

The selection process has 3 stages:

Stage 1: English Typing Test (Qualifying & Mandatory)

• Minimum speed required: 40 words per minute (12,000 key-depressions per hour)
• Candidates not achieving this speed will be disqualified immediately
• This is a qualifying test only

Stage 2: English Shorthand Test

• Speed required: 100 words per minute
• Duration of dictation: 7 minutes
• Transcription time: 45 minutes (excludes 10 minutes for reading notes)
• Maximum marks: 120
• Maximum admissible mistakes: 7% (49 mistakes out of 700 words)
• Full mistake = 1 mark deduction; Half mistake = 0.5 mark deduction

Stage 3: Written Examination (General Knowledge & English)

• Total marks: 80
• Duration: 90 minutes

Negative Marking: 1/4th mark deducted for each wrong answer in MCQ type questions

Final Merit Ranking:

• Combined marks: Shorthand Test (120 marks) + Written Exam (80 marks) = 200 marks total

Minimum Qualifying Marks:

• General/EWS: 40% marks
• OBC/SC/ST: 35% marks

Tie-breaker: If two candidates have equal marks, preference given to those with Hindi shorthand and typing knowledge, followed by seniority in age.
